It can be either. Sometimes, a 403 error is due to a temporary server issue on Scratch's side. In these cases, waiting a few minutes or hours and trying again might resolve the problem. However, if the project is private or you're violating API usage policies, the error will likely persist until the underlying issue is addressed.
