What causes error 709 when trying to add a printer in Windows 7?

Error 709 usually indicates that the local printer port (usually LPT1) specified for the printer already exists and is in use by another device. This can happen if a virtual printer driver or another software is interfering with the port assignment. Registry corruption related to printer settings can also be a culprit.
