From a working Windows installation, navigate to `C:\Windows\System32\drivers`. Locate the 'st.cab' file. Copy this file to a separate storage device (like a USB drive). During the installation where you're getting the error, access the Command Prompt (Shift+F10) and replace the corrupted 'st.cab' with the one you copied.
